Sphere of Influence

Planning areas are usually larger than, although sometimes contiguous with, a city’s municipal limits. Spheres of influence are assigned by each county’s Local Agency Formation Comission (LAFCO) to indicate the probable ultimate physical boundaries and service areas of a city.
