Measure M: Save Franklin Canyon


On the ballot in November 2004, Measure M would protect the last large open space in Hercules. It would prevent development in sensitive habitat and on steep slopes in Franklin Canyon and adjacent unincorporated areas. Franklin Canyon, a 450-acre expanse of forested hills and canyons, was recently threatened by a proposed development of 577 houses, a hotel, commercial development, and a fire station. The land has since changed hands, but the new developer is interested in a similar level of development. A core group of local activists has been working for two decades to oppose development in Franklin Canyon. After successfully stopping individual projects, the local activists are now seeking more permanent protection with Measure M. Greenbelt Alliance and Sierra Club have endorsed Measure M and support the local activists.

What's at Stake

Franklin Canyon encompasses 456 acres on the eastern edge of City of Hercules. It is visible from Hwy 4, above Franklin Canyon Golf Course. The land is an important buffer for wildlife habitat. It is next to the permanently protected Briones Hills Agricultural Preservation Area, and is near land owned by the Muir Heritage Land Trust. Franklin Canyon is at the headwaters of Rodeo and Refugio creeks and is home to many threatened native species. Development here would result in significant loss of habitat and corridors for wildlife.

Measure M would set minimum parcel sizes of 40 acres in the Franklin Canyon Area, and prevent building on hillsides and grading on slopes greater than 20%. This would encourage the developer to pursue a much less harmful project, or to sell the land.
