City weighs decision on urban limits

The Vacaville City Council has a choice to make Tuesday: either establish a proposed growth boundary line around the city or let the voters decide.

The proposed growth boundary line is the result of a lawsuit settlement agreement reached between Triad Communities, Inc. and the Greenbelt Alliance, after the alliance had filed challenges to Triad's plans for development in Lagoon Valley.

One of the conditions of the agreement required the Alliance and Triad to circulate an initiative petition to establish a boundary for growth around the city which would prohibit rezoning of lands outside of the boundary for uses other than agricultural or open space for approximately 20 years.
Those petitions have been circulated and the Solano County Registrar has verified that there are enough valid signatures to qualify the initiative for a vote.

When the City Council meets Tuesday, it will be asked either to approve the initiative, without alteration, or adopt a resolution to place the initiative on a future ballot.

The Council also van consider delaying a decision and seeking a report on the effect of the proposed initiative, though a city staff report suggests that isn't needed.

In fact, the staff report recommends that the council adopt the initiative as is, putting the limit line into effect immediately.

If the council were to place the matter on a ballot, the soonest would be the Nov. 4, 2008 election and if passed, it wouldn't take effect until the vote tally was certified.

" The land inside the growth boundary is sufficient to accommodate the city's housing needs for the next 20 years, consistent with the City's Planned Growth Ordinance and state-mandated housing element," the staff report reads. It is also "sufficient for planned employment growth along I-80, easterly to Midway Road, allow the city to improve its jobs-housing balance."

Also on Tuesday's agenda is a proposed rate increase by local taxi cab companies, which would raise the rate from .25 cents per 1/7 of a mile to .25 per 1/10 of a mile. Rates for local cabs have not been increased since 2004 and require city approval. City staff is recommending the council approve the increase.

The City Council meets at 7 p.m. in the council chamber, 650 Merchant St. in Vacaville.
