LIVERMORE CITY COUNCIL PASSES URBAN GROWTH BOUNDARY

Strong Community Support Prompts Action

Livermore—After thirty years of debate over development in North Livermore, the Livermore City Council Monday night approved an urban growth boundary (UGB) that will protect open space and agricultural lands on the city's edge.

"This is a major victory for Livermore residents who want to protect the open space on the edge of town and revitalize the downtown area," says Evvy Stivers, East Bay Field Representative for Greenbelt Alliance. "There is room enough within city limits for infill development to meet the city's needs for housing, office space, and retail stores".

In recent months, Greenbelt Alliance supported the efforts of Friends of Livermore, a local citizens' group, to gather signatures for a possible November 2003 ballot initiative to establish the UGB. Initiative backers recently submitted more than 10,500 signatures to the Alameda County elections
office—more than double the number required to get the measure on the ballot.

The City Council vote establishes a boundary for North Livermore and part of east Livermore that prohibits urban development outside the boundary without approval from voters at the ballot box. The council action builds upon an existing urban growth boundary for South Livermore, which was
passed by voters in 1999.

In the last decade, Greenbelt Alliance has helped establish urban growth boundaries around 21 Bay Area cities.
