An informational document that describes the reasons why a project will not have a significant effect on the environment or surrounding area and proposes measures to mitigate or avoid any possible effects. A negative declaration must be written when a project is not exempt from the review process called for by the California Environmental Quality Act (CEQA) and will not have a significant effect on the environment.
